Afghanistan Faces Stability Without Prosperity Amidst Ongoing Humanitarian Crisis

Nearly five years after the Taliban's return to power in August 2021, Afghanistan remains mired in a severe humanitarian crisis, characterized by widespread food insecurity and a collapsed economy, despite the absence of a nationwide civil war. The initial fears of a humanitarian catastrophe have materialized, exacerbated by the suspension of international assistance, a defunct banking system, and a significant exodus of skilled professionals. Women and girls have been progressively excluded from public life and education, contributing to pervasive poverty. While the Taliban have achieved military control and significantly reduced armed conflict, this has not translated into economic recovery or national prosperity. The World Bank notes that while domestic revenues have increased and inflation has eased, population growth outpaces economic expansion, foreign aid is declining, unemployment is high, and private investment is virtually nonexistent, resulting in a state of stability without prosperity. The humanitarian situation is dire, with nearly half the population requiring assistance in 2026 and child malnutrition rates among the world's highest. International agencies are commended for preventing widespread famine through essential relief efforts, but this assistance has become a substitute for development rather than a bridge to it, trapping the country in a cycle of dependency. The international community's abrupt withdrawal of development aid, sanctions, and frozen assets, combined with Afghanistan's exclusion from the global banking system, severely contracted the economy and disproportionately affected ordinary citizens. However, the Taliban's governance decisions have also significantly worsened the crisis. Their continued restrictions on girls' education and women's employment have deprived the country of vital human capital, reduced household incomes, and discouraged investment. Furthermore, unresolved security concerns, including the presence of terrorist organizations, hinder international recognition and diplomatic engagement. Despite possessing significant natural resources like copper and lithium, Afghanistan lacks the necessary legal certainty, functioning financial institutions, infrastructure, and skilled labor for economic transformation. A conditional engagement with the Taliban is proposed, continuing humanitarian aid while gradually expanding development cooperation contingent on measurable progress in girls' education, women's workforce participation, political inclusion, and counterterrorism commitments. Regional countries are urged to play a key role through increased trade, infrastructure investment, and resource development to reduce aid dependency, with Pakistan specifically tasked with promoting trade and humanitarian access while demanding the dismantling of terrorist sanctuaries.
