Bahia Governor Race: Christian Democracy Party Holds Rival Conventions, Names Two Candidates

The Christian Democracy (DC) party in Bahia, Brazil, has nominated two separate candidates for the state governor position following rival conventions held on consecutive days. José Estevão was nominated at a convention in Salvador's Liberdade neighborhood on Sunday, July 2nd. This nomination followed a judicial decision that reinstated him as the head of the state party. The previous day, Saturday, July 1st, another faction of the DC party held its own convention in Salvador's Nazaré neighborhood, nominating Ariel Capistrano for the gubernatorial race. Both conventions' official records have been submitted to the DivulgaCand system, the Electoral Justice platform for candidate and party act submissions. This situation, where rival conventions occur due to internal disputes over party control, is not unprecedented in Brazil. Such cases typically lead to the Electoral Justice system determining which convention was valid and, consequently, which candidate's registration will be accepted. The Regional Electoral Court of Bahia (TRE-BA) has stated that the final decision on which convention is valid will be made during the analysis of the candidate registration processes. The court noted that a recent ruling reinstated the provisional state commission led by José Estevão dos Santos Barbosa, but this does not prevent the submission of multiple candidacies. The TRE-BA clarified that even with internal dissent, applications can be filed, as the legal situation can change with subsequent rulings. Ultimately, the validity of each convention's records and their resulting acts will be determined by the Electoral Justice after reviewing the official registration filings. The deadline for party conventions is August 5th, with candidate registrations due to the Superior Electoral Court (TSE) by August 15th, preceding the official campaign start on August 16th.
