Bahia Security Forces Face Significant Staffing Shortages, Report Reveals

A recent report from the Public Security Forum indicates that Bahia's security forces are operating with fewer personnel than authorized. The "X-Ray of Public Security Forces in Brazil" report, released on Tuesday, May 4th, highlights a deficit of approximately 16,700 military police officers in the state as of 2025. This shortfall extends to the Civil Police and Penal Police as well, with authorized positions remaining unfilled. Despite this deficit, Bahia is not ranked among the worst states in this regard but is still categorized as having a "relevant deficit." However, the situation is markedly different for Municipal Civil Guards, where Bahia leads the nation in the number of agents. In some municipalities, the number of guards even exceeds legal limits. The report identifies Ubaitaba as having more than double the permitted number of municipal civil guards, with other Bahian cities like Esplanada, Maragogipe, Santa Cruz da Vitória, Almadina, Gongogi, Jussari, Barro Preto, and Gavião also noted for exceeding their legal quotas. Municipal Civil Guards are tasked with protecting public assets and urban safety, including community policing and making arrests, but are not authorized for investigations, as per Law nº 13.022/2014. In Bahia, 10,031 individuals serve as municipal guards.
