Cabo Verde Government's Ambitious Program Lacks Clear Financial Plan

The National Assembly of Cabo Verde recently approved the new Government's Program and a Motion of Confidence, with the ruling PAICV party's votes prevailing over the opposition. However, a significant omission from the parliamentary session was a comprehensive explanation of how the government's extensive promises will be financed. The author, a candidate for the leadership of the MpD party, refrains from commenting on judicial processes, emphasizing belief in institutions and the presumption of innocence, while noting curiosity about the PAICV's past stance on similar political-justice intersections. The focus remains on the "Cabo Verde for All" program, which outlines numerous ambitious goals such as universal free healthcare, free higher education starting next academic year, increased teacher salaries, subsidized maritime and air travel, state acquisition of ships and planes, and 5G coverage for 95% of the population by 2030. Despite these aspirations, the program presents contradictions by simultaneously promising state reduction and the creation of new entities, as well as tax reductions alongside increased spending. The author argues that a government program should prioritize rather than present a mere draft, and that substantial changes in financial responsibilities necessitate a serious review of the budgetary instrument. While the Prime Minister acknowledged the need to analyze expenditure before deciding on a supplementary budget, this response is seen as delaying the essential question of immediate financing for commitments like free higher education. The article stresses that a government budget is a financial translation of a governing vision, and significant alterations require a new financial framework. Drawing on experience in managing sectoral budgets, the author calls for a clear explanation of how new state responsibilities will be funded, distinguishing between political promises and financial realities. A concrete proposal is made for the government to present a financial programming of its main measures, including estimated costs, funding sources, and execution timelines, before the next State Budget debate. This transparency, the author contends, strengthens democracy and builds trust, whereas delayed answers to crucial questions weaken it.
