Motorcyclist Shot by Officer After Alleged Extortion Attempt in Cuiabá

A 34-year-old motorcyclist, Carlos Filipe Magalhães Fernandes, was shot multiple times by a penal police officer in the CPA 4 neighborhood of Cuiabá, Brazil, on Wednesday, May 22nd. The incident was captured on security cameras. Initially, the Military Police classified the case as extortion, alleging that Fernandes had found a lost cell phone belonging to the penal officer's daughter and demanded money for its return. Security footage shows Fernandes arriving at the scene, where he was met by the officer, Jorcenilma Franca Viegas, 46, and her daughter. Officer Viegas identified herself and ordered Fernandes to lie on the ground before opening fire. The video depicts Fernandes attempting to flee on his motorcycle as shots are fired. He eventually dismounts and tries to escape by pushing the bike but collapses. More than ten shots were fired in total. The footage does not support the initial police report's claim that Fernandes attempted to grab the officer's weapon. The Civil Police are now investigating the incident to determine the sequence of events and the circumstances surrounding the shooting.
