New corruption suspicions in Turilândia, Brazil, emerge from state intervention report

A report compiled during a state intervention in Turilândia, Maranhão, Brazil, has revealed new suspicions of irregularities within the municipal administration. The findings were presented to the Court of Justice of Maranhão (TJ-MA) and were instrumental in the decision to maintain the suspension of Mayor José Paulo Dantas Silva Neto, also known as Paulo Curió, and Vice-Mayor Janaína Soares Lima, along with other individuals under investigation. The "Relatório Circunstanciado de Intervenção," submitted on June 17, 2026, after 100 days of intervention, reportedly provided new evidence of obstruction, repeated illicit practices, and attempts to interfere with ongoing investigations. The intervention itself was initiated in a separate case where the TJ-MA had already suspended the mayor and vice-mayor for 180 days and appointed a state-appointed intervener, public defender Thiago Josino, to temporarily manage the municipality. The report detailed significant administrative disorganization, including the absence of physical or digital bidding processes and a lack of integration between crucial departments like purchasing, accounting, and contracts, which hindered oversight of municipal expenditures. Issues with contract oversight were also highlighted, with a lack of actual execution reports despite the existence of decrees appointing contract supervisors, potentially allowing for payments for unfulfilled services. The full extent of financial damage to public funds remains under investigation, with authorities working to identify all potentially involved companies and contracts. Significant problems were also found in the payroll system, with 534 employees removed without apparent reason after investigations began, and the eSocial system was not updated correctly, potentially impacting employees' tax and social security contributions. Furthermore, bidding processes from previous years, including 2025, could not be located within the municipality, with information suggesting they were moved to a private office, compromising public document custody. Basic equipment was also missing from the purchasing department, indicating a near-paralysis of operations. The intervention team found it necessary to replace the municipal secretaries for Administration, Finance, Health, and Infrastructure due to suspected continued illicit practices. Suspicious activities were also flagged in the Health and Education sectors, with indications that funds from sources like the Municipal Participation Fund (FPM), Fundeb, and Public Lighting Contribution (CIP) might have been used for personal expenses, including luxury rent and medical school tuition. In Education, the creation of 57 school units in a municipality of approximately 33,000 residents raised suspicions of inflated numbers to increase Fundeb allocations, with alleged diversion of funds for private benefit. The Health department showed irregular payroll entries, potential ghost employees, and improper use of public funds, including a R$22,000 salary floor for nursing professionals without budgetary justification. Audits and recertifications are underway but not yet complete. The court deemed the report's findings sufficient to maintain the removal of officials from their positions, citing the risk of further obstruction and influence over evidence and administrative processes. Additional precautionary measures, such as house arrest with electronic monitoring and restrictions on contact and access to public facilities, remain in effect. The ongoing criminal case investigates a suspected criminal organization involved in bid rigging, embezzlement, corruption, peculation, and money laundering, allegedly operating between 2020 and 2024 under Mayor Curió's administration, with investigations focusing on political, financial, operational, and legislative structures.
