Piauí Sets New Rules for Publicly Funded Artist Contracts, Capping Spending at R$350,000

New guidelines have been established in Piauí, Brazil, for the procurement of artists for public celebrations and events, with a spending cap of R$350,000 for such contracts. These directives were jointly issued on Wednesday, April 15th, through a technical note by the Public Prosecutor's Office of Piauí (MPPI), the State Audit Court (TCE-PI), and the State Public Prosecutor's Office (MPC-PI). This R$350,000 limit was previously approved by the Piauí Association of Municipalities (APPM) in April and will serve as a benchmark for identifying high-value contracts. The MPPI clarified that a contract is considered of "high materiality" if the artistic performance costs reach or exceed R$350,000, or if the artist's fee constitutes more than 40% of the total event expenses. For contracts funded by parliamentary amendments, specific requirements include traceability, a dedicated bank account, a work plan, and individualized accountability. Infrastructure-related expenses for events, such as stages, sound systems, lighting, generators, portable toilets, and private security, must be procured through a bidding process. Furthermore, the guidelines stipulate that expenses for festivities may be deemed illegitimate if they jeopardize essential public services, occur during periods of non-compliance with social security or salary obligations, violate constitutional health and education indices, lack transparency, or take place during declared public calamities. Contracts exceeding R$350,000 will face more stringent oversight.
